Uploaded file does not encode

Symptom

When attempting to upload a video, the file is successfully uploaded, but does not begin encoding. The Save button in the Select Videos screen is not available to be clicked after the video shows that the upload has been completed.

Cause

The filename of the uploaded video is too long. There is a limit of 255 URL encoded characters for the filename of any video that is uploaded.

Solution

Change the filename of the video, making it shorter in length, then attempt to upload the video again.
